Some links should not be public. Gating puts a purchase or an access rule in front of a destination, so the link can sit on an open page while the thing behind it stays for buyers and subscribers only.

A gate is only as good as the destination. If the link leaks, the content leaks — gating controls who is handed the link, not what they do with it afterwards.

Is this DRM?

No, and nothing on the internet reliably is. It controls access to the link. Anyone determined to reshare what they bought can.
